The scale and urgency of the challenge presented by water stress in Europe is clear. What is needed now is more timely and co-ordinated intervention by all actors and parties, from an enlightened and informed public and NGOs, to government decision makers at various levels and the relevant international agencies. It is the intention of the EEA and UNEP that this State of Environment Message raises awareness of the issues and contributes to the overall process of meeting the challenge of water stress, and thereby helping to create a more sustainable freshwater environment for all.
