Directive 2016/2284/EU, national emission ceilings

A new  National Emissions Ceilings (NEC) Directive (2016/2284/EU)  entered into force on 31 December 2016. Replacing earlier legislation, ( Directive 2001/81/EC ), the new NEC Directive sets 2020 and 2030 emission reduction commitments for five main air pollutants. It also ensures that the emission ceilings for 2010 set in the earlier directive remain applicable for Member States until the end of 2019

 Special report n°33/2018: Combating desertification in the EU: a growing threat in need of more action

Desertification is a form of land degradation in drylands. It is a growing threat in the EU. The long period of high temperatures and low rainfall in the summer of 2018 reminded us of the pressing importance of this problem. Climate change scenarios indicate an increasing vulnerability to desertification in the EU throughout this century, with increases in temperatures and droughts and less precipitation in southern Europe. Its effects will be particularly acute in Portugal, Spain, Italy, Greece, Cyprus, Bulgaria and Romania. We found that the risk of desertification in the EU was not being effectively and efficiently addressed. While desertification and land degradation are growing threats, the steps taken to combat desertification lack coherence. There is no shared vision in the EU about how land degradation neutrality will be achieved by 2030. We recommend the Commission aims at a better understanding of land degradation and desertification in the EU; assesses the need to enhance the EU legal framework for soil; and steps up actions towards delivering the commitment made by the EU and the Member States to achieve land degradation neutrality in the EU by 2030.

Greening the power sector: benefits of an ambitious implementation of Europe’s environment and climate policies

Europe's electricity generation still relies largely on fossil fuels as an energy source and thus contributes to emissions of sulphur dioxide (SO2), dust and nitrogen oxides (NOx), among other pollutants. A new EEA assessment shows that with an ambitious implementation of new requirements under the EU Industrial Emissions Directive, Member States can significantly reduce pollutant emissions and thus minimise their potential harmful effects on the environment and human health. There is also a close link between future reductions in pollutant emissions and EU climate and energy policy, which drives growth in renewables and the switch towards cleaner fuels in the remaining power plants. A more fundamental restructuring of the power sector is, however, needed to meet the EU's long-term decarbonisation targets.
