Policy issue: Load vehicles more efficiently
The loading efficiency of road freight transport improved slightly in some, but has remained relatively stable or worsened in most Member States. Rail transport loading efficiency improved in 10 Member States but worsened in others. Air freight transport got more efficient in most Member States, though no improvements can be observed since 1994.
