Job description:

 

Overall responsibility for the strategic development, management and coordination of the Communications and Corporate Affairs programme (CCA), with the aim of maintaining and reinforcing the EEA mission and corporate image.

 

Functions and duties:

 

  • To develop strategic planning in relation to CCA’s contribution, to the EEA strategy and annual management plans;
  • To plan and manage the CCA programme;
  • To co-ordinate activities with other programmes and assure that human resources, budgets and contracting procedures are implemented in the most efficient, effective and economic manner;
  • To deliver the EEA annual management plan in areas relating to CCA in accordance with the division of responsibilities between programme manager and group leaders;
  • Set overall objectives that deliver:
    · consistency and quality of key corporate documents;
    · streamlining and reinforcement of communications with key clients and users.
  • Participation, as a member of the senior management team, in the overall leadership and strategic development of the EEA.

 

ELIGIBILITY:

 

Formal requirements:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

 

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

 

Education certificates and diplomas:

a)      Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more;

 

Or

 

b)      Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years


Range of professional experience and skills:

  • A minimum of 12 years (if you have a four-year degree) or 13 years (if you have a three-year degree)  of relevant professional experience after achieving the qualification set out in a) or b) above
  • Experience in communications and corporate affairs at a senior level;
  • Ability to communicate and present the Agency’s position at an institutional level externally and to staff internally;
  • Broad general knowledge of environmental issues and international or EU environmental policy;
  • Experience in working in an international or European institution at a strategic policy level is preferable;
  • Experience in programme and people management;
  • Track record in developing strategic planning and ensuring its implementation;
  • Proven interpersonal, communication, teambuilding and delegation skills combined with goal-oriented behaviour;
  • Experience in working in a multi-cultural setting;
  • Experience and skills in negotiation;
  • Strategic skills and decision-making capacities;
  • Experience and ability to advise on and carry out organisational adaptations;
  • Capacity to learn and evolve with the job and the needs of the organisation.

CONTRACTUAL CONDITIONS:

 

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The selected candidate will be employed for an initial time period of four years, renewable.

 

In the case of recruitment of an official from an EU institution/agency, a formal transfer can be requested.

 

SELECTION PROCEDURE:

 

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

 

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English. Pre-selected candidates will be asked to undergo a written test in the area of expertise required for the post.

 

Prior to contract signature, the successful candidate will be asked:

 

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

REQUEST FOR REVIEW:

 

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
