Air quality management

EEA collects a range of information officially reported by countries following the requirements of the EU’s Air Quality Directives (2004/107/EC and 2008/50/EC) and Implementing Provisions (2011/850/EU). The following link provides access to the data and information that accompanies the reported measurements of air quality.

Emissions to air

The EEA maintains a number of datasets containing officially-reported estimates of the amount of air pollutants emitted into the atmosphere from different sources.

EU National Emission Ceilings (NEC) Directive

Air pollutant national emissions inventory and projections data reported by EU Member States. The recommended dataset for users wishing to assess the progress being made by Member States towards meeting their emission reduction commitments under the NEC Directive.

Convention on Long-range Transboundary Air Pollution (LRTAP)

Emissions data reported by EEA’s member countries and used in the European Union's annual submission to the UNECE LRTAP Convention. This is the dataset used by EEA in its indicators and reports on air pollution.

Emissions from industrial facilities

Emissions data from Europe’s largest industrial facilities, reported under the requirements of the European Pollutant Release and Transfer Register (E-PRTR)  Regulation (No 166/2006) and the Industrial Emissions Directive (2010/75/EU). Data from Large Combustion Plants (LCP) located in EU Member States can also be found in the European Industrial Emissions Portal (see link below). Data from LCP from non-EU countries that are part of the Energy Community Treaty can also be found in one of the links below.

News Cleaner air could have saved at least 178,000 lives across the EU in 2019 Air pollution continued to cause a significant burden of premature death and disease in Europe in 2019. A European Environment Agency (EEA) analysis, published today, shows that improving air quality to the levels recently recommended by the World Health Organization (WHO) could prevent more than half of the premature deaths caused by exposure to fine particulate matter.
News Air pollution still too high in most EU Member States Concentrations of key air pollutants remain too high in most European countries. According to the European Environment Agency’s official data, published today, most European Union (EU) Member States exceed at least one or more of the EU’s legal limits for pollutants in ambient air in 2019.

Data Reported information on large combustion plants under the Energy Community Treaty This dataset contains the location and administrative data for Large Combustion Plants in the Energy Community participating countries, as well as more detailed data on energy input and emissions to air. These data are reported to EEA under the Energy Community Treaty. Warning: Reporting countries have only recently started to report and it is expected that data quality will increase as experience in reporting consolidates. Countries will be correcting the reported data and updates will be posted accordingly. The metadata document provides further information on this matter. Data covers 2018-2021.
Data Air Quality e-Reporting (AQ e-Reporting) European air quality information reported by EEA member countries, including all EU Member States, as well as EEA cooperating and other reporting countries. The EEA’s air quality database consists of a multi-annual time series of air quality measurement data and calculated statistics for a number of air pollutants. It also contains meta-information on the monitoring networks involved, their stations and measurements, air quality modelling techniques, as well as air quality zones, assessment regimes, compliance attainments and air quality plans and programmes reported by the EU Member States and European Economic Area countries.

Air quality management The EU Ambient Air Quality Directives (AAQDs) oblige EU Member States to take appropriate measures to ensure compliance with the limit and target values within a specified deadline and/or to maintain compliance once the limit and target values have been met. This information is then reported by Member States according to the rules of Commission Implementing Decision 2011/850/EU.
