A significant proportion of Europe's urban population lives in cities where EU air quality standards for the protection of human health are regularly exceeded. Air pollution continues to have significant impacts on the health of Europeans, particularly in urban areas. These health impacts have economic costs, cutting short lives, increasing medical costs and reducing productivity through lost working days. The pollutants with the most serious impacts on human health are particulate matter, nitrogen dioxide and ground-level ozone.

Air pollution country fact sheets 2021 The air pollution country fact sheets summarise key data on air pollution for each of the 32 EEA member countries and 6 cooperating countries. Indicators on past and future emission trends are presented, as well as a summary of the national air quality situation in each country.
Page Air quality standards The European Union (EU) has developed an extensive body of legislation which establishes standards and objectives for a number of pollutants in air.
Page Air pollution sources Air pollutants are emitted from a range of both man-made and natural sources.
Page Policy context Within the European Union, the Eighth Environment Action Programme (8th EAP) aims to offer political guidance for the EU’s environment and climate change policies for the period 2021-2030, with a view to accelerating the transition to a climate-neutral, clean, resource-efficient and restorative economy. It was preceded by the Seventh Environment Action Programme (7th EAP); an important governance tool with a 2050 vision to guide environment policy across the European Union. The EU acts at many levels to reduce exposure to air pollution through: legislation; co-operation with sectors responsible for air pollution; national and regional authorities and non-government organisations; and research. EU policies aim to reduce exposure to air pollution by reducing emissions and setting limit and target values for air quality.
Page Air pollution Air pollution harms human health and the environment. In Europe, emissions of many air pollutants have decreased substantially over the past decades, resulting in improved air quality across the region. However, air pollutant concentrations are still too high, and air quality problems persist. A significant proportion of Europe’s population live in areas, especially cities, where exceedances of air quality standards occur: ozone, nitrogen dioxide and particulate matter (PM) pollution pose serious health risks. Several countries have exceeded one or more of their 2010 emission limits for four important air pollutants. Reducing air pollution therefore remains important.
