The risks and uncertainties associated with technological innovation can be managed using regulatory frameworks and the precautionary principle. By recalibrating its institutions, policies and environmental knowledge base, Europe can support better risk management, while enhancing innovation and the diffusion of new technologies.

Publication Global megatrends update: 4 Accelerating technological change In 2010, the EEA produced its first assessment of global megatrends as part of its five-yearly assessment of the European environment’s state, trend and prospects (SOER 2010). In preparation for SOER 2015, the EEA updated each of the megatrends, providing a more detailed analysis based on the latest data. This publication is one of the 11 updates being published separately. In mid-2015 the chapters will be consolidated into a single EEA technical report.
Publication Late lessons from early warnings: the precautionary principle 1896-2000 Late lessons from early warnings is about the gathering of information on the hazards of human economic activities and its use in taking action to better protect both the environment and the health of the species and ecosystems that are dependent on it, and then living with the consequences. The report is based on case studies. The authors of the case studies, all experts in their particular field of environmental, occupational and consumer hazards, were asked to identify the dates of early warnings, to analyse how this information was used, or not used, in reducing hazards, and to describe the resulting costs, benefits and lessons for the future.

SOER 2015 Global Megatrends assess 11 global megatrends of importance for Europe's environment in the long term. They are part of the EEA's report SOER 2015, addressing the state of, trends in and prospects for the environment in Europe. The EEA's task is to provide timely, targeted, relevant and reliable information on Europe's environment.
