Cooling buildings sustainably in Europe: exploring the links between climate change mitigation and adaptation, and their social impacts Across Europe, rising temperatures, combined with an ageing population and urbanisation, mean that the population is becoming more vulnerable to heat and that demand for cooling in buildings is rising rapidly. Buildings, as long-lasting structures, can offer protection from heatwaves and high temperatures if appropriately designed, constructed, renovated and maintained. The summer of 2022, with its successive long heatwaves and high energy prices, may have raised the sense of urgency given to the alleviation of heat stress. But there is a gap in knowledge on the extent of overheating in buildings and data and information is scarce regarding the share of EU citizens unable to keep their homes comfortably cool during the summer. This briefing examines key elements of sustainable cooling policy, and its potential impacts on vulnerable groups, by reducing health risks, inequalities and summer energy poverty.

Heat and cold — mean air temperature It is now beyond question… Europe is getting hotter. Average surface air temperature gives a clear and consistent signal of global and regional climate change. It has a direct impact on natural ecosystems, agriculture, and human health and well-being. Rising temperatures affect all types of ecosystems through shifts in species distribution and population structure and increase the risk of species extinction. These changes can impact ecosystem services, such as carbon storage, and affect crop production. Higher temperatures also naturally increase the risk of arid conditions and droughts.
Progress in energy conservation and renewable energy sources is determinant for the transition towards a prosperous, sustainable and climate-compatible European economy Our quality of life depends, among other things, on a reliable supply of energy at an affordable price. But energy production and use place significant pressures on the environment, as we chiefly rely on fossil fuels and waste a substantial part of this energy before and during use. Energy activities give rise to greenhouse gas and air pollutant emissions, land use, waste generation and oil spills, contributing to climate change, damage of natural ecosystems and of the built environment, and adverse effects on human health. We therefore need to consume less energy and step up the clean energy transition that is already unfolding across Europe.
