The LULUCF Emission Factors and Methods Explorer gives access to information related to a selection of emission factors, parameters and methods in use by Member States in their inventories to estimate emissions under the LULUCF sector.
It is designed to support consistent and comparable reporting of greenhouse gas (GHG) emissions and removals in the Land Use, Land-Use Change and Forestry (LULUCF) sector across the European Union.
The explorer provides an integrated environment for consulting emission factors (EFS) and methodological information used by Member States in their National Inventory Reports (NIRS), thereby enhancing accessibility to key data underlying EU climate reporting obligations under the UNFCCC and the EU Governance Regulation (Regulation (EU) 2018/1999).
It is organised around two main components: Emission Factors and Methodologies. It offers several dedicated tabs to browse, compare and download information.

Compare IPCC tables and National Inventories
This section presents the emission factors reported by EU Member States in their 2024 NIRs, alongside default values from the IPCC 2006 Guidelines and the 2019 Refinement. It allows for quick comparison between country-specific values and IPCC Tier 1 defaults across a range of land-use categories and carbon pools, supporting expert assessment of methodological choices and associated uncertainties.

Current Coverage
The current version of the LULUCF Emission Factors Explorer contains:
Emission factors for the Soil Carbon pool as reported in the 2024 National Inventory Reports (UNFCCC submissions, 2024);
Summary methodologies for all LULUCF carbon pools, as reported by the EU in the 2024 EU Inventory Report and Annex III methodological documentation. Future updates will gradually expand coverage to additional pools, categories, and inventory years.
