See all EU institutions and bodiesThe indicator shows the share of designated terrestrial protected areas expressed as a share of the total land area. It includes areas protected by other effective area-based conservation measures. The EU and global targets aim for 30% protection.
Luxembourg reports five different types of protected areas in the Common Database on Designated Areas (CDDA) maintained by the EEA, including Ramsar sites and drinking-water protection areas, which have accounted for 38 % of protected areas since 2021. However, only Natura 2000 sites – Special Areas of Conservation (SACs) under the Habitats Directive (92/43/ECC) and Special Protection Areas (SPAs) under the Birds Directive (79/409/EEC) – and Protected Areas of National Interest (ZPINs) are counted . The share of these designated areas gradually increased from 27.4 % in 2016 to 29.0 % in 2024 but still falls short of the 30 % target. ZPINs, designated because of their high biodiversity value or potential, are strictly protected in Luxembourg under national legislation to ensure the conservation of sensitive species, habitats and landscapes. The designation process involves public participation and consultation, to ensure that these areas receive strict protection to mitigate pressures from . The gradual increase in designated protected areas in Luxembourg reflects the country’s commitment to the 30 % target set out in the national biodiversity strategy 2030, in line with the EU’s biodiversity strategy and the . The national biodiversity strategy includes a roadmap for the designation of further ZPINs by 2030 to achieve this target. Although Luxembourg’s Natura 2000 network is considered complete, existing sites may be extended and new sites designated where appropriate.
