National energy production is mainly based on renewable energy sources, such as wind, solar photovoltaic, biogas and, more recently, wood waste, whose share in electricity generation is increasing. Luxembourg aims to increase the proportion of gross final energy consumption from renewable energy sources to . Although Luxembourg increased this proportion from 1.4% in 2005 to 14.4% in 2023, the country’s limited renewable energy potential means that, in addition to national measures, it is necessary to purchase renewable energy through statistical transfers to reach the 37% target. This is achieved through cross-border agreements that support renewable energy in the EU under the Renewable Energy Financing Mechanism.
National measures in the updated National Energy and Climate Plan (NECP) emphasise the accelerated deployment of various technologies in renewable electricity and heat production, electromobility, and the use of sustainable biofuels and renewable hydrogen and its derivatives in the difficult-to-electrify transport and industrial sectors.
In the electricity sector, the focus is on accelerating the deployment of photovoltaic systems through tenders and a range of regulatory and economic measures, while promoting wind power through repowering projects, approving new sites and simplifying or accelerating permit-granting procedures.
In the heating and cooling sector, the use of heat pumps will be promoted to increase the share of energy consumed from renewables, while hydrogen transport and storage infrastructure will be developed.
