In 2022, households consumed the largest share of final electricity consumption in Bosnia and Herzegovina, at 46.7%. Industry consumption was 25% (the iron and steel sector consumes 23.5–30% of this share) and other consumers, including construction, transport and agriculture, consumed 27.7% in 2022. For final heat energy consumption, households accounted for the largest share (74.9% in 2022), followed by industry and other consumers (a total of 25.1% in 2022).
Bosnia and Herzegovina is almost four times more energy-intensive than the average EU Member State. The potential for improvement is high, as the residential sector accounts for the largest share of final energy consumption. With regard to energy efficiency, the 2023 national energy and climate plan (NECP) set the targets for up to 2030: 6.84 Mtoe for primary energy consumption and 4.34 Mtoe for final energy consumption.
Recently adopted environmental strategies define measures to improve energy efficiency. A system for the energy certification of buildings is in place, and information systems for energy efficiency, at the political entity and national levels, were created in 2019. Existing entity-level energy efficiency laws recognise the energy service company model and energy service contracts that guarantee energy savings by increasing energy efficiency.
