While there has been a fivefold increase in the number of eco-labels since 1990, national studies show that implementation remains marginal.
Tourists do not want to damage the environment, so eco-labelling has some potential to encourage an ecologically sensitive tourist industry. However, there is no common EU framework for a tourism-related policy. Despite the increase in the number of labels, their use remains small, and lack of data precludes any evaluation of their penetration and effect.
