In general, access to transport services, particularly in non-urbanised areas, is increasing due to increasing car ownership. Car ownership rates increased by a factor of 2.5 between 1970 and 1998, partly as a result of deteriorating accessibility to public transport services.
In 1996, 10.5 % of EU households did not have a car because they could not afford it and 16.2 % because they did not want one. A major challenge is to provide citizens with quality access to public transport.
