Urban adaptation to climate change in Europe 2016 — Transforming cities in a changing climate

This report builds on and complements existing products and initiatives on urban adaptation in Europe. It focuses on the state of actions in the field and progress achieved since the first EEA report in 2012, and it considers this analysis in relation to current challenges: Do existing actions lead to attractive, climate-resilient cities and if not, what needs to be changed? The report aims to broaden perspectives and provide input to a review and subsequent adjustment of urban adaptation to climate change by local governments and by supporting regional, national and European institutions, researchers and other relevant stakeholders.

Spanish and Portuguese signatories of the Covenant of Mayors and Mayors Adapt Cities around Europe have begun to actively integrate adaptation needs in coastal zone management. They are bringing together sectors and interests that have traditionally operated separately, for example in Lithuania, Northern Ireland and Spain. Participation of 650 European cities in European and global city initiatives related to adaptation The map list the number of European and international initiatives with a relation to climate-change adaptation in which cities are envolved. These initiatives are Mayors Adapt/Covenant of Mayors for Climate and Energy, the Compact of Mayors, C40 with adaptation action, Making Cities Resilient (United Nations Office for Disaster Risk Reduction, UNISDR), the European Green Capital Award, European Green Leaf and Rockefeller 100 resilient cities initiative.

Climate finance: resources for low-carbon, climate-resilient Europe Our climate is changing. We must reduce greenhouse gas emissions to limit the rate of climate change, and at the same time, take measures that help us prepare for current and future impacts. Both of these strands of action require unprecedented redirection of investments. This was acknowledged by the climate conferences in Paris and recently in Marrakesh. The finance sector can and will play an instrumental role in supporting Europe’s transition towards a low- carbon, climate-resilient society.
Building resilient cities key to tackling effects of climate change Cities across Europe must step up their adaptation efforts if they are to handle the increasingly complex challenges caused by climate change such as more extreme flooding or prolonged heatwaves. A European Environment Agency (EEA) report published today stresses the benefits of investing in long-term preventive measures that cities should take to improve their resilience.
