The calculation of the consumption of controlled substances under the Montreal Protocol excludes non-virgin imports and exports, substances intended for feedstock and process agent use, as well as new substances.

Geographical coverage
- EU level: EU-25 for 2006, EU-27 for 2007-2012, EU-28 for 2013-2019 and EU-27 + UK for 2020
- Global level: All parties registered under the Montreal Protocol (they can check in https://ozone.unep.org/all-ratifications, "Montreal Protocol" column that shows the sum to be 198 parties)
