The European Union established an inventory of emissions from large combustion plants in 2004. The inventory was governed by the Directive on the limitation of emissions of certain pollutants into the air from large combustion plants (LCP Directive, 2001/80/EC) until 2015 year. As from 2016 reporting year, the reporting takes place according to the Industrial Emissions Directive (2010/75/EU, Article 72). Large Combustion Plants are those with a rated thermal input equal to or greater than 50 MW, irrespective of the type of fuel used. Power plants, steel works or district heating plants are examples of these type of plants.

Plant-by-plant emissions (LCP) and information on derogations

The database contains plant by plant information for Large Combustion Plants (LCP) on size, combustion technology, energy input, annual emissions (SO2, NOx and dust) and operation under specific derogatory regimes of combustion plants.

Additional information

The database covers plant-by-plant data for large combustion plants that fall under the scope of Directive 2001/80/EC (until 2015) and Directive 2010/75/EU (as from 2016).

The plant-by-plant data includes total annual emissions of SO2, NOx and dust (as total suspended particles) and the total annual amount of energy input, related to the net calorific value, broken down by different categories. These categories are not the same in the old reporting regime (2004-2015) and the current regime.

It also includes information on derogatory regimes. These regimes are, in essence, the following.

  1. Plant due to additional reporting for operating under an annual average of 1500 hours.
  2. Desulphurisation rate applied in accordance with clauses (1) and (2) of Article 31 of Directive 2010/75/EU
  3. Exemption from compliance with emission limit values or desulphurisation rates due to coverage by transitional national plan, in accordance with Article 32(2) of Directive 2010/75/EU
  4. Limited life-time derogation granted in accordance with Article 33(1) of Directive 2010/75/EU
  5. Exemption from compliance with emission limit values and desulphurisation rates due to being a small isolated system, in accordance with Article 34(1) of Directive 2010/75/EU
  6. District heating plant exempted from compliance with emission limits values and rates of desulphurisation, in accordance with conditions listed in Article 35 of Directive 2010/75/EU

The database includes information from 2004 onwards. Reporting countries have signalled that the data within the first reporting period 2004-2006 contains some gaps.
