Exclusion criteria — to be eligible for participation in this contract award procedure, tenderers must not be in any of the exclusion situations referred to in Articles 93 and 94 of Council Regulation (EC, Euratom) No 1605/2002 of 25.6.2002, OJ L 248 of 16.9.2002 as last modified by (EC, Euratom) No 1995/2006 of 13.12.2006, OJ L 390/1 of 30.12.2006. To that effect tenderers are required to submit a declaration of honour (see Annex 1 to the tender specifications) in accordance with Article 134 of Commission Regulation (EC, Euratom) No 2342/2002 of 23.12.2002, OJ L 357/1 as last modified by (EC, Euratom) No 478/2007 of 23.4.2007, OJ L 111/13. 3. Junior consultants (minimum 2 CVs/minimum 3 years experience each) in 1/more of the following areas:
i. water account analysis, pilot production and, if possible, application;
ii. practice of data handling, analysis and computing (in water accounting at least quantity and quality, as described in the SEEAW manual) in a complex data context involving several data sources, understood as heterogeneous;
iii. ability to carry out heterogeneous data integration and modelling in a spatial production-oriented context.
The area to cover being varied (from Scandinavia to Atlantic, Mediterranean to Central Europe), geographical diversity of expertise is required, provided it is not at the expense of efficiency;
iv. ability to cooperate efficiently with the client in order to build capacity. This includes the flexibility of computer production;
(b) information on the tenderer’s working languages and examples of the tenderer’s data understanding (as data sources are often only provided in national languages), assimilation, assessment, calculation and critical analysis in the domain of water accounting, assessment and integration of approaches. Experiences in closely related fields (e.g. fragmentation, energy balances of river systems, etc.) should be mentioned as well;
(c) a list of principal services provided in relevant or related areas during the past 5 years, with sums, dates and recipients, public or private. If methodological works have been carried out, even in earlier periods, they may be mentioned as well;
(d) a description of the measures employed to ensure the quality of services, and a description of the tenderer's study and development facilities;
(e) an indication and justification of the proportion of the contract which the tenderer may intend to subcontract;
(f) a description of the tenderer’s environmental management measures.

Exclusion criteria — to be eligible for participation in this contract award procedure, tenderers must not be in any of the exclusion situations referred to in Articles 93 and 94 of Council Regulation (EC, Euratom) No 1605/2002 of 25.6.2002, OJ L 248 of 16.9.2002 as last modified by (EC, Euratom) No 1995/2006 of 13.12.2006, OJ L 390/1 of 30.12.2006. (d) a description of the measures employed to ensure the quality of services, and a description of the tenderer's study and research facilities;
(e) an indication of the proportion of the contract which the tenderer may intend to subcontract;

An important element of the EEA’s work is to make the environmental information it prepares known and available to current and potential user groups. Often it will be desirable to make use of audio-visual material as a supplement to or even replacement for more traditional text-based presentations so as to make them more easily understandable.
This process often requires extensive reformatting and adaptation of content derived from, for instance, Agency reports or indicator fact sheets. In order to ensure a high professional standard of such content, there is a need to supplement the Agency’s own capacity for audio-visual production with the services of external service providers.
The objective of this call for tender is thus to select contractor/s to undertake all necessary tasks relating to the planning, preparation and production of audio-visual material.

Exclusion criteria — to be eligible for participation in this contract award procedure, tenderers must not be in any of the exclusion situations referred to in Articles 93 and 94 of Council Regulation (EC, Euratom) No 1605/2002 of 25.6.2002, OJ L 248 of 16.9.2002. To that effect tenderers are required to submit a declaration of honour (annex 1 to the technical specifications) in accordance with Article 134 of Commission Regulation (EC, Euratom) No 2342/2002 of 23.12.2002, OJ L 357/1 as last modified by Commission Regulation No 1248/2006 of 7.8.2006, OJ L 227/13. Under the same provision, the tenderer to whom the contract is to be awarded will be required to produce evidence confirming the prior declaration unless this obligation is waived by the contracting authority.

Tenders from consortiums of firms or groups of service providers must specify the role, qualifications and experience of each of the members or of the group;
(b) a list of the comparable services provided in the past 3 years, with the sums, dates and recipients, public or private;
(c) information on the tenderer’s working languages and proof of the tenderer’s ability to submit products in English;
(d) an indication of the proportion of the contract which the service provider may intend to subcontract;
(e) a description of the service provider’s environmental management measures.
Where the services referred to in point (b) are provided to contracting authorities, evidence of performance shall be in the form of certificates issued or countersigned by the competent authority.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal.

Exclusion criteria — to be eligible for participation in this contract award procedure, tenderers must not be in any of the exclusion situations referred to in articles 93 and 94 of Council Regulation (EC, Euratom) No 1605/2002 of 25.6.2002, OJ L 248 of 16.9.2002. To that effect tenderers are required to submit a declaration of honour (Annex 1 to the technical specifications) in accordance with article 134 of Commission Regulation (EC, Euratom) No 2342/2002 of 23.12.2002, OJ L 357/1 as last amended by (EC, Euratom) No 1248/2006 of 7.8.2006, OJ L 227/13. The objective of this call for tenders is to establish a contract in accordance with the current legislation for the supply of electricity in the liberalised market and in accordance with the European Environment Agency’s environmental targets. The share of electricity from renewable energy sources has to be at least 40 % of the EEA’s total annual electricity consumption. The annual consumption of electricity is currently approx. 1 GWh.

Short description of the contract or purchase(s):  
Strategic discussions amongst member countries, the European Parliament and the main EU institutions responsible for environmental policy, reporting and assessment (DG ENV, EEA, ESTAT and JRC) have underlined an increasing need for factual and quantitative information on the state of the environment to be based on timely, quality-assured data, in particular in land cover and land use related issues.
EEA is collaborating with the European Space Agency (ESA) and the European Commission (EC) on the implementation of a fast track service on land monitoring, in line with the Communication from the Commission to the Council and the European Parliament 'Global Monitoring for Environment and Security (GMES): From Concept to Reality' (COM(2005) 565 final).
For the implementation of this GMES fast track service on land monitoring (Land FTS) 2006–2008, a CLC (Corine Land Cover) update will be combined with the production of new high-resolution land cover data to provide a first set of cost-effective operational services on core land cover and land use data at European level, based on high-quality ortho-rectified multi-temporal satellite data.
These land cover data will support a wide range of environmental information requirements for framing, implementing and evaluating several policy areas at European, national and regional level including agriculture, soil, water, urban environment, air quality, physical planning, integrated coastal zone management, biodiversity and nature protection.
The overall objective is the production of a seamless European high-resolution core land cover dataset of built-up areas, including degree of soil sealing, for the reference year 2006. The ortho-rectified satellite input data for this GMES fast track service will be made available by ESA.
