Overview of exceedances of EC ozone threshold values: April–September 2013
The aim of this technical report is to explain to a wider audience the concepts and methodologies behind different air emission accounting perspectives and the resulting emissions data at the EU level. In brief, there are three of these different accounting perspectives: territorial, production and consumption.
This report provides a summary of black carbon (BC) definitions as discussed in the air quality monitoring community. Secondly, it provides a summary of the current status of BC-related monitoring in Europe. Information presented in the report includes an overview of available measurement techniques and associated technical issues, monitoring networks and current data reporting practices.
This report presents an overview and analysis of air quality in Europe from 2002 to 2011. It reviews progress towards meeting the requirements of the air quality directives and gives an overview of policies and measures introduced at European level to improve air quality and minimise impacts. An overview of the latest findings and estimates of the effects of air pollution on health and its impacts on ecosystems is also given.
Technical guidance to prepare national emission inventories. The joint EMEP/EEA air pollutant emission inventory guidebook supports the reporting of emissions data under the UNECE Convention on Long-range Transboundary Air Pollution (CLRTAP) and the EU National Emission Ceilings Directive. It provides expert guidance on how to compile an atmospheric emissions inventory. The Guidebook is published by the EEA with the CLRTAP Task Force on Emission Inventories and Projections responsible for the technical content of the chapters.
This document is the annual European Union (EU) emission inventory report under the United Nations Economic Commission for Europe (UNECE) Convention on Long-range Transboundary Air Pollution (LRTAP) (UNECE, 1979). An assessment of potential emission reductions of NOX, SO2 and dust - This report presents an assessment of the hypothetical emission reduction potential of NOx, SO2 and dust from more than 1 500 of Europe's large combustion plants that operated in 2009. Emissions of these air pollutants could be significantly lower if all plants were to meet the emission limit values as set out in European Union legislation.
Air Implementation Pilot - Lessons learnt from the implementation of air quality legislation at urban level05 Jun 2013
Almost three quarters of Europeans live in cities. The air quality in our cities is therefore of significant importance to the health of Europeans. Considerable progress has been made in the past twenty years in improving urban air quality, but issues remain. A number of different air pollutants such as nitrogen dioxide, particulate matter, and ozone remain above regulated levels, posing a threat to human health. This report describes a European pilot project to help identify and address the reasons underlying this 'gap' in implementation of air quality policy in 12 European cities, and thereby draw lessons of wider relevance.

This year’s edition tries to explain the current state of air quality in Europe, where they come from, how air pollutants form, and how they affect our health and the environment. It also gives an overview of the way we build our knowledge on air, and how we tackle air pollution through a wide range of policies and measures.
This EEA Technical report provides an overview on the state of knowledge on the impact of international shipping in European waters to air quality and climate change. Based on literature review and model assessment studies information is provided on past and future emissions of air pollutants and greenhouse gases, monitoring of ship emissions, emission mitigation policies and impact on European air quality and radiative forcing.

In this report, the European Environment Agency (EEA) presents updated estimates of the external costs of air pollution for different categories of heavy goods vehicles (HGVs). End-user GHG emissions from energy: Reallocation of emissions from energy industries to end users 2005 -201020 Dec 2012
The objective of this report is to help improve the understanding of past GHG emission trends in the energy sector from the demand or end-user side. To do this, the report develops a methodology to redistributes emissions from energy industries to the final users (by sector) of that energy. This reallocation is done on the basis of Eurostats energy balances and GHG inventories for the energy sector as reported to the United Nations Framework Convention on Climate Change (UNFCCC), for the period 2005 -2010.
The contribution of transport to air quality - TERM 2012: Transport indicators tracking progress towards environmental targets in Europe27 Nov 2012
TERM 2012 presents the most relevant and up to date information on the main issues regarding transport and environment in Europe, particularly in areas with specific policy targets such as greenhouse gas emissions and energy consumption, transport demand levels, noise and other issues. It also offers an overview of the transport sector's impact on air pollutant emissions and air quality. It discusses the contributions made by all modes of transport to direct air pollutant emissions and also to 'secondary' air pollutants formed in the atmosphere. Alongside the recently published Air quality in Europe - 2012 report, TERM 2012 aims to inform the European Commission’s review of the Thematic Strategy on Air Pollution.
This report considers whether the EU has successfully addressed environmental and health objectives for 2010, set out when the National Emission Ceilings Directive was adopted in 2001. Certain objectives appear to be met according to the original scientific understanding used to inform the directive. But when using the improved scientific understanding of air pollution now available, it is clear that emissions need to be even further reduced to protect health and the environment.
This report presents an overview and analysis of the status and trends of air quality in Europe based on concentration measurements in ambient air and data on anthropogenic emissions and trends from 2001 — when mandatory monitoring of ambient air concentrations of selected pollutants first produced reliable air quality information — to 2010.
Particulate matter from natural sources and related reporting under the EU Air Quality Directive in 2008 and 200910 Jul 2012
Much of the air pollution that damages human health and the environment today is the result of human activities. But natural sources also emit air pollutants, contributing to the exposure of European citizens and ecosystems to bad air quality and potentially undermining EU Member State efforts to meet the air quality standards set out in EU legislation.
