EU within reach of Kyoto targets

04 Dec 2007

According to a new report from the European Environment Agency (EEA), the EU-15 can meet, and may even over-shoot, its 2012 Kyoto target to reduce greenhouse gas emissions to 8 % below 1990 levels if Member States implement now all additional policies being planned.

The report presents an evaluation of data between 1990 and 2005. More importantly, the report evaluates Member State projections of future greenhouse gas emissions and provides a good indication of progress towards Kyoto targets. The report is of particular relevance in the context of the rapidly approaching 'first commitment period' of the Kyoto Protocol which runs from 2008 to 2012.

EU-15 emissions in 2005: according to the new report:

  • EU-15 emissions decreased by 0.8 % between 2004 and 2005

  • EU-15 emissions reached a level 2 % below the Kyoto base year
