It also lays down the requirements for the Member States to compile and report information on past emissions, future emission projections and national actions being taken to control emissions of air pollutants. As part of these requirements, Member States shall prepare and annually update national emission inventories and emission projections for 2010 in respect of four important air pollutants: sulphur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOC), and ammonia (NH3). This report presents the emissions and projections data reported by Member States in the 2008 reporting round under the NECD.

A number of Member States have indicated they will not achieve at least one of their 2010 emission ceilings. At the aggregated European Community level, the 'with measures' projections reported by Member States imply that for some pollutants the aggregated EU-27 emission ceilings defined in Annex I and II of the NECD will also be exceeded. Only for SO2 and NH3 is the EU-27 likely to meet both the aggregated ceilings set in the NECD Annex I and II.

Over the course of the three-year period, increasing knowledge was collected on key figures and experience gained in implementing the Emissions Trading Scheme. A number of lessons were learned that have reshaped the design and implementation of the system and will continue to do so.
The report reveals that there is still room for further alignments, which to a certain degree already have been addressed. From the trading year 2008 a new version of guidelines on monitoring and reporting is applied. The number and spatial extent of exceedances was lower than in any of the last ten summers. In contrast to the summer of 2006, no exceedances of the information threshold value (180 microgram/m3, Directive 2002/3/EC) occurred in the northern part of Europe.

The highest one-hour ozone concentration of 479 microgram/m3 was observed in Italy on the island of Sicily, while the second highest level of 363 microgram/m3 was observed in Romania. High hourly ozone concentrations of between 300 and 360 microgram/m3 were reported a total of six times in France, Greece, Italy and Romania.

As in all previous years, the directive's long-term objective to protect human health (maximum ozone concentration of 120 microgram/m3 over 8-hours) was extensively exceeded in the EU and other European countries. The target value for human health protection was also exceeded in a significant part of Europe.

 <title>Greenhouse gas emission trends and projections in Europe 2007</title> <link>http://www.eea.europa.eu/publications/eea_report_2007_5?utm_source=EEASubscriptions&amp;utm_medium=RSSFeeds&amp;utm_campaign=Generic</link> <description>The latest projections from pre-2004 EU Member States (EU-15) show that the EU-15 can meet, and may even overachieve, its 2008–2012 Kyoto target to reduce greenhouse gas emissions to 8 % below 1990 levels if Member States implement now all additional policies being planned. Based on Member States projections, existing domestic policies and measures will reduce EU-15 greenhouse gas emissions by a net effect of 4.0 % below base-year levels. When additional domestic policies and measures (i.e. those planned but not yet implemented) are taken into account, the EU-15 could reduce emissions by an additional 3.9 %. The projected use of Kyoto mechanisms by ten of the EU-15 Member States will reduce emissions by a further 2.5 %. These governments have set aside EUR 2.9 billion to pay for this. The use of carbon sinks, such as planting forests to remove CO2, will reduce emissions by an additional 0.9 %. As a result, the EU-15 could achieve an 11.4 % reduction. All new Member States with a target expect to meet their target. The EU Emissions Trading Scheme will bring significant emission reductions between 2008 and 2012. It is expected to contribute a reduction of at least 3.4 %, part of which is already reflected in some Member States projections. The report provides detailed information and a review of SCP initiatives in key production-consumption areas — industry, food, buildings, transport, and waste.
The goal of the report is to identify opportunities for and barriers to more sustainable consumption and production, and to highlight relevant experience which could be replicated throughout the region. The following countries are covered: SEE: Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia; and EECCA: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan. 
The analysis is illustrated by examples of implementation of SCP initiatives at local level drawing on 18 city studies carried out for this report. Cities have acted as potential catalysts for change as shown by a large number of local sustainability initiatives. Many SEE and EECCA countries face similar problems and there is large potential to share knowledge and experiences and work towards a common path to sustainability.

Rail is subsidised with EUR 73 billion per year and benefits the most from other on-budget subsidies. There is a need to intensify efforts to improve it, not least concerning the sector's contribution to climate change. The Commission's mid-term review of the 2001 Transport White Paper proposes changes that can bring both improvements and negative effects depending on how they are applied at European, national and regional level. Concerning the environment, the mid-term review changes the focus from managing transport demand to addressing negative side effects. This change in focus means that transport demand growth is no longer explicitly identified as one of the main environmental issues within the transport sector. However, as the extent of important environmental impacts such as climate change, noise and landscape fragmentation are closely linked to transport volumes, addressing them still requires the management of transport demand. The overall success of the new policy therefore still hinges on limiting (growth in) transport volumes. This is something which the White Paper failed to do. Accounting for land cover change in a consistent way at the European scale has been made possible because of the Corine land cover inventory by satellite images carried out in 1990 and 2000 (and planned to be repeated for 2006). Based on spatial information, the land accounts produced by the EEA provide assessments of the magnitude of the various types of change and, at the same time, of their distribution over the European territory. Built up using the methodology of the integrated system of economic environmental accounting (SEEA2003) of the United Nations, land cover accounts are connected to other sets of tables which describe the use of the natural resources by the economy. Land cover accounts can serve as well as a platform to account for ecosystem integrity and goods and services provided to societies by these ecosystems. 
Land cover accounts 1990-2000 have been produced for 24 European countries. The report analyses the main results for these countries and presents the methodology used for that purpose. The strategies and instruments to control sprawl strongly depend on today's realities of multiple and interacting levels of governance, from local to European. This is particularly true with regard to the substantial financial flows that shape planning budgets. At present, planning policies often reflect the logic of the market. If all existing and planned domestic policy measures are implemented and Kyoto mechanisms as well as carbon sinks are used, the EU-15 will reach its Kyoto Protocol target. This projection relies on figures from several Member States which suggest that they will cut emissions by more than is required to meet their national targets. Existing domestic policies and measures will reduce total EU-15 greenhouse gas emissions by a net effect of 0.6 % from 1990 levels. When additional domestic policies and measures (planned but not yet implemented) are taken into account, the EU-15 could reduce emissions by 4.6 %. The projected use of Kyoto mechanisms by ten of the EU-15 will reduce emissions by a further 2.6 % at a cost of EUR 2 830 million. The use of carbon sinks, such as planting of forests to remove CO2, would contribute an additional 0.8 %. All ten new EU Member States are on track to achieve their individual Kyoto targets, despite rising emissions.
