  <description>Average global air and ocean temperatures are rising, leading to the melting of snow and ice
and rising global mean sea level. Ocean acidification results from higher CO2 concentrations.
With unabated greenhouse gas emissions, climate change could lead to an increasing risk of
irreversible shifts in the climate system with potentially serious consequences. Temperature
rises of more than 1.5–2 °C above pre-industrial levels are likely to cause major societal and
environmental disruptions in many regions. The atmospheric CO2 concentration needs to be
stabilised at 350–400 parts per million (ppm) in order to have a 50 % chance of limiting global
mean temperature increase to 2 °C above pre-industrial levels (according to the IPCC in 2007,
and confirmed by later scientific insights).</description>

The assessment is based on greenhouse gas emission data in Europe for 2008, the first year of the Kyoto Protocol's first commitment period which runs from 2008 to 2012. The recent availability of 2009 emissions estimates for the EU and a limited number of countries broadens, in these cases, the basis of the assessment to two years of the five-year  commitment period.</description>

Relative gaps estimated by dividing the difference between projected non‑ETS 2020 emissions and estimates of 2020 targets under the Effort Sharing Decision by EEA estimates of 2005 non‑ETS emissions (for a scope consistent with the 2013–2020 period, i.e. taking into account the changes in scope of the EU ETS, in particular installations opted out in 2005 and included in the ETS in 2008–2012, and the extension of the ETS scope from 2013 onwards).
