The GMES In-Situ Coordination (GISC) project aims at linking in-situ data providers and GMES service providers to ensure access to in-situ data for GMES services. GISC is proposing sustainable mechanisms for in-situ data delivery/access, based on existing information capacities and makes use of SEIS and INSPIRE principles. GISC will establish an Initial Framework (IF) that comprises tools and methods necessary for an efficient interface between in-situ data providers and the GMES services.

Reporting and exchanging air quality information using e-Reporting

The introduction of the European Commission Implementing Decision 2011/850/EU of 12 December 2011 (laying down rules for the air quality directives in force as regards the reciprocal exchange of information and reporting on ambient air quality) provides an opportunity to modernise data reporting, improve data quality, facilitate information sharing and reduce the administrative burden of reporting. This report is a fundamental part in the transition process towards a new reporting mechanism for reporting and sharing ambient air quality data and information, called e-Reporting. This mechanism is based on the Implementing Decision and a shared information system for electronic reporting — aligned with the INSPIRE directive and considering inputs and outputs from the GMES Atmospheric Services. The report presents the operational logic for the e-Reporting system versus the current reporting system. It discusses the options available for e-Reporting and documents the underlying rationale, routines, procedures or concepts that are required or beneficial within the e-Reporting system. The report is aimed at data providers in the Member States and other European countries linked to EIONET. It is also intended to contribute to the Air Quality Directives’ review process.

The objective of the European Copernicus programme, previously known as the Global Monitoring for Environment and Security (GMES) land monitoring service is to provide land cover information to users in the field of environmental and other terrestrial applications. Initial operations of the service (GIO land) focus on four components, three of which are coordinated by EEA - the pan-European and local components, and the in-situ component. Initial activities around the pan-European component include providing: a land cover change product between 2006 and 2012, and a land cover product for 2012; and five pan-European high-resolution layers on land cover characteristics - artificial surfaces, forest areas, agricultural areas (permanent grasslands), wetlands, and water bodies. Eionet countries have the opportunity to participate in GIO land pan-European activities.

The European Copernicus programme, previously known as Global Monitoring for Environment and Security (GMES) is an EU-wide flagship programme that aims to support policymakers, business, and citizens with improved environmental information. Copernicus integrates satellite and in-situ data with modeling to provide user-focused information services. GMES/Copernicus Initial Operations are now underway and the programme is expected to evolve towards a full operational status by 2014.

Land use — SOER 2010 thematic assessment

Land use shapes our environment in positive and negative ways. Productive land is a critical
resource for food and biomass production and land use strongly influences soil erosion and soil
functions such as carbon storage. Land management largely determines the beauty of Europe's
landscapes. It is important therefore to monitor land cover and land-use change through tools
such as Corine land cover. Data on land-cover change in Europe from 2000–2006 show that
growth in built-up areas and forest land leads to a continued loss of agricultural land. In turn,
global economic and environmental change will increasingly influence the way Europeans use
land (e.g. as communities work to mitigate and adapt to climate change). Policy responses are
needed to help resolve conflicting land-use demands and to guide land-use intensity to support
environmental land management.
