The environmental pressures of Europe's consumption and production patterns, potentially resulting in damage to ecosystems and human health impacts, spread far beyond its borders. Most outlooks predict continued growth in the use of material resources both in the EU and globally, with key waste streams increasing as well.

Policy has only recently begun to address the challenges of the growing use of resources. Most actions taken to date do not comprehensively address the upstream causes of growth, focusing instead on the downstream consequences. As yet, there are no broadly accepted and robust methods for measuring the impacts of resource use, and few concrete targets or indicators exist. Policies aimed at the prevention of waste remain weak.

Highlight Recycling industry can boost the European economy
Recycling has multiple benefits for many areas of the economy – providing raw materials, creating jobs and encouraging business opportunities and innovation. These economic benefits of recycling are examined in a new report from the European Environment Agency (EEA). The report considers the recycling industry in the context of building a 'green economy', a major European policy objective.

Generation and recycling of packaging waste in the member countries of the European Environment Agency. The data show that 18 countries in 2007 met the 2008 target of the Packaging Waste Directive (2004/12/EC) to recycle at least 55% of packaging waste generated, and one country missed the 2001 target to recycle at least 25%.

Resource efficiency — the relationship of resource inputs to economic output — is essential to sustain and enhance the wellbeing of current and future generations. It is a core element in creating a 'green economy' in Europe and elsewhere.

Publication Resource efficiency in Europe — Policies and approaches in 31 EEA member and cooperating countries
This report provides an overview of resource efficiency policies and instruments in 31 member and cooperating countries of the European Environment Agency network (Eionet). A detailed survey was conducted during the first half of 2011 to collect, analyse and disseminate information about national experiences in developing and implementing resource efficiency policies, and to facilitate sharing of experiences and good practice. The report reviews national approaches to resource efficiency and explores similarities and differences in policies, strategies, indicators and targets, policy drivers and institutional setup and information gaps. It concludes with some EEA considerations for future policies on resource efficiency which could be considered in developing future resource efficiency policies at the EU and country levels. The analysis is illustrated with short examples of policy initiatives in the countries, described in more detail in the country profile documents available below.
