Transformation towards a greener European economy will
ensure the long-term environmental sustainability of Europe
and its neighbourhood. In this context, shifts in attitudes will
be important. Together, regulators, businesses and citizens
could participate more widely in managing natural capital and
ecosystem services, creating new and innovative ways to use
resources efficiently and designing equitable fiscal reforms. Using
education and various social media, citizens can be engaged in
tackling global issues such as meeting the 2 °C climate target.

Instigating such changes and making more resource-efficient and environmentally sustainable consumption patterns mainstream is a significant challenge. It requires public authorities to put the framework conditions in place to enable business and consumers/citizens to act sustainably, and business and citizens need to take action by adopting more sustainable production and consumption patterns.

Progress towards the European 2010 biodiversity target

This report presents a first indicator-based assessment of Europe's progress towards its target of halting biodiversity loss by 2010. The Streamlining European 2010 Biodiversity Indicators (SEBI 2010) process was set up to streamline national, regional and global indicators and, crucially, to develop a simple and workable set of indicators to measure progress and help reach the 2010 target.
