Publication European Union CO2 emissions: different accounting perspectives
The aim of this technical report is to explain to a wider audience the concepts and methodologies behind different air emission accounting perspectives and the resulting emissions data at the EU level. In brief, there are three of these different accounting perspectives: territorial, production and consumption.

Publication CO2 emissions performance of car manufacturers in 2011
Starting from 2012, a specific binding CO2 target is calculated for each manufacturer every year based on the average mass of its fleet. For evaluating the progress of manufacturers towards their targets, the EEA is collecting and quality checking data on CO2 emissions from passenger cars registered in all Member States of the European Union since 2010. Using the Member State data, this note provides an overview of the performance of cars manufacturers in meeting their CO2 emissions targets.

Total emissions of primary PM10 particulate matter have reduced by 21% across the EEA-32 region between 1990 and 2008, driven by a 29% reduction in emissions of the fine particulate matter (PM2.5) fraction; emissions of particulates between 2.5 and 10 µm have risen slightly over the same period. Of this reduction in PM10 emissions, 48% has taken place in the 'Energy Production and Distribution' sector due to the fuel-switching from coal to natural gas for electricity generation and improvements in the performance of pollution abatement equipment installed at industrial facilities.

Emissions of all ground-level ozone precursor pollutants have decreased across the EEA-32 region between 1990 and 2008; nitrogen oxides (NO X ) by 34%, non-methane volatile organic compounds (NMVOCs) by 45%, carbon monoxide (CO) by 56% and methane (CH 4 ) by 26%. This decrease has been achieved mainly as a result of the introduction of catalytic converters for vehicles. These changes have significantly reduced emissions of NO X and CO from the road transport sector, the main source of ozone precursor emissions. The EU-27 is still some way from meeting its 2010 target to reduce emissions of NO X , one of the two ozone precursors (NO X and NMVOC) for which emission limits exist under the EU's NEC Directive (NECD). Whilst total NMVOC emissions in the EU-27 were below the NECD limit in 2008, a number of individual Member States anticipate missing their ceilings for one or either of these two pollutants. Of the three non-EU countries having emission ceilings set under the UNECE/CLRTAP Gothenburg protocol (Liechtenstein, Norway and Switzerland), all three countries reported NMVOC emissions in 2008 that were lower than their respective 2010 ceilings. However both Liechtenstein and Norway reported NO x emissions in 2008 that were substantially higher than their respective 2010 ceilings.

Indicator Assessment Greenhouse gas emission trends (CSI 010/CLIM 050) - Assessment published Mar 2009
According to first estimates by EEA for the year 2010, EU-27 greenhouse gas emissions increased by 2.4 % compared to 2009 (with a margin of error of +/- 0.3 %). This was due to the return to economic growth in many countries and a colder winter leading to an increased heating demand. However, the increase in emissions was contained by a move from coal to natural gas and the sustained strong growth in renewable energy generation. EU‑27 emissions were 15.5 % below the 1990 level. This 2010 increase follows a 7 % drop in 2009 (compared to 2008), largely due to the economic recession and the growth of renewable energy generation. Between 1990 and 2010, greenhouse gas emissions in the EU-27 decreased in all main emitting sectors except in the transport sector, where they increased considerably. In the EU-15, CO 2  emissions from public electricity and heat production also increased. In the EU-15, estimated 2010 GHG emissions increased by 2.3 % (+/– 0.7) compared to 2009. This implies that EU‑15 greenhouse gas emissions were approximately 10.6 % below the 1990 level in 2010 (1) or 10.7 % below the base-year level. The European Union remains well on track to achieve its Kyoto Protocol target (an 8% reduction of its greenhouse gas emissions compared to base-year level, to be achieved during the period from 2008 to 2012). 2010 emissions of all EU-12 Member States that have a Kyoto target were well below their Kyoto target, except in Slovenia. Publication Impact of selected policy measures on Europe's air quality
The main objective of the present study is to analyse and quantify the effects that certain past policy measures in the road transport and industrial combustion facilities have had on the magnitude of air pollutant emissions and subsequent air quality in Europe. The policies selected are the Euro emission standards for road vehicles and the EU directives on Integrated Pollution Prevention and Control (IPPC) and large combustion plants (LCP).
