Ground-level ozone or 'bad' ozone is formed when nitrogen oxides (NO_x) and volatile organic compounds (VOC), collectively called 'ozone precursors', react with sunlight. Emissions from car exhausts, power plants and industrial facilities are the major sources of NO_x and VOC.
