This report serves as input to the annual progress evaluation report of the European Commission, under the Monitoring Mechanism of Community CO2 and other greenhouse gas emissions. EC greenhouse gas emissions in 1999 were 2 % below 1998 levels, and 4 % below 1990 levels. This cut takes the EC half way towards achieving the Kyoto Protocol target of reducing its greenhouse gas emissions to 8% below their 1990 level by the years 2008-2012, but further major efforts to reduce emissions are needed.
