Today the European Union has the most environmentally friendly arsenal of rules in the world and has done more to tackle pressing ecological problems, such as climate change, than any other major power. But it has not always been like this. Caring for the environment did not feature in the Treaty of Rome, the document that gave birth to the modern day EU. Yet environmental problems were never far away. Europe’s love affair with the car was moving into top gear, industry was busy belching out pollutants and raw sewage was being pumped into our rivers and seas.

Road transport generates about one fifth of the EU's CO2 emissions, with passenger cars responsible for around 12%. This makes it the second most important source of greenhouse gases. Although there have been significant improvements over recent years in vehicle technology, these have not been enough to neutralise the effect of increases in traffic and car size.

Publication EEA Signals 2009 - Key environmental issues facing Europe
Signals is published by the European Environment Agency (EEA) at the start of each year and provides snapshot stories on issues of interest both to the environmental policy debate and the wider public for the upcoming year. Highlight European Union's total greenhouse emissions down 2.5 % in 2011
Greenhouse gas emissions from the European Union (EU) fell by 2.5 %, despite higher coal consumption and a growing gross domestic product (GDP), according to new estimates from the European Environment Agency (EEA).

The EU emitted close to 5 billion tonnes (Gt) of CO2-equivalent emissions in 2008. It contributes today around 12 % of annual global anthropogenic direct greenhouse gas emissions. The EU is making good progress towards achieving its emission reduction targets. A rapid, sustained and effective transition to a low carbon economy is necessary to mitigate climate change and to meet global greenhouse gas emission targets.

Publication Monitoring CO2 emissions from new passenger cars in the EU: summary of data for 2011
For the second year, the EEA has collected Member States' data on passenger car registrations, in accordance with Regulation (EC) No 443/2009 (CO2 from cars). All Member States reported information on CO2 emissions and the mass of cars, together with other vehicle characteristics. This data was used to evaluate the performance in 2011 of the new vehicle fleet, and its progress toward meeting the CO2 emissions target of 130 gCO2/km by 2015.
