Passenger car occupancy is falling in most countries, despite EU efforts to increase utilisation efficiency, for example through its Citizens' Network strategy. Occupancy rates for other passenger transport modes (buses, trains) have also not improved during the last decade, except for air transport. The occupancy rates of trains and buses are expected to improve in future, as budget cuts eliminate unprofitable lines and congestion is pushing people towards public transport.
