Target paths are used to analyse how close 2003 emissions were to a (hypothetical) linear path of emission reductions or allowed increases from the base-year to the Kyoto Protocol target, assuming domestic policies and measures as well as use of Kyoto mechanisms

Additional information

Data exclude emissions and removals from land use change and forestry. The EU-15 target including Kyoto mechanisms is based on an estimated projected use of Kyoto mechanisms, as reported by Austria, Belgium, Denmark, Finland, Ireland, Italy, Luxembourg, the Netherlands and Spain, equal to about 2.5 % of the EU target of 8 %. Thus this (theoretical) target for the EU-15 including Kyoto mechanisms is presented in the graph as 92 + 2.5.
