The discussion aims to demonstrate the self-interest case for governments to act — why there is a strong strategic motive for governments to be pioneers and, conversely, a risk to being the laggards. It will look at ecological trends to highlight the emerging importance of bio capacity as a valuable national asset and give decision-makers the data they need to be best prepared for a resource-constrained world. Professor Jacqueline McGlade, EEA Executive Director, will make an intervention.
