Job description:

 

To help identify, analyse and communicate the links between Environments and Health Impacts, both negative and positive, in European populations, within the context of climate and eco-systems changes and globalisation. 

 

Functions and duties:

 

Within the framework of the EEA annual/multi-annual work programmes, and in close collaboration with EEA staff and relevant academic and policy networks, to: 

 

  • Identify, analyse and raise awareness about the specific and cumulative environmental stressors on populations, particularly on sensitive sub groups such as the foetus, children, the elderly, and the immuno-compromised;
  • Analyse, quantify and communicate the environmental burden of disease and dysfunctions, and the environmental contribution to well-being;
  • Track the relevant scientific research in order to incorporate the best available science into EEA activities in this area, and to identify emerging issues that may require EEA attention;
  • Contribute to the development of cause effect frameworks, and of approaches to the evaluation of evidence, so as to support the implementation of  precautionary approaches to the avoidance and reduction of environmental health stressors;
  • Analyse the effectiveness of policy interventions on environmental health issues;
  • Contribute to general assessments on the state and trends of environmental health and to other more specific EEA reports and briefings;
  • Communicate actively with those involved in the policy process in the European Commission, European Parliament, EEA Member Countries, relevant international organisations and NGOs and to the public;
  • Identify and facilitate relevant multi-disciplinary networks of scientists and policy shapers and makers with a view to closing the gaps between the Health and Environment policy areas and between scientific disciplines and traditions;
  • Lead relevant EEA projects.

 

 

ELIGIBILITY:

Formal requirements:

 

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

 

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

 

Education certificates and diplomas:

 

  • A university degree relevant to the field concerned attested by a diploma

 

Range of professional experience and skills:

 

  • A minimum of three years of relevant working experience;
  • Good networking, interpersonal, communication and presentation skills; proven skills in communicating with policy-making organisations, including international organisations and in communicating scientific knowledge to other audiences;
  • Good knowledge of technical issues related to environmental stressors and health impacts;
  • Good knowledge of environmental health policies and measures at EU and at country level. Familiarity with the EU’s legal framework for environmental health including a good grasp of the implementation and effectiveness of  relevant policy measures;
  • Knowledge of main environmental policy processes in the EU, and internationally. Familiarity with the role and activities of the key players (e.g. European Commission, European Parliament, Council of Ministers, UNECE) would be an asset.

CONTRACTUAL CONDITIONS:

 

The successful candidate will be offered a Contract Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The duration of the contract will be for a limited time period not exceeding three years, with the possibility of being renewed once for the same period.

 

SELECTION PROCEDURE:

 

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

 

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English. Pre-selected candidates will be asked to undergo a written test in the area of expertise required for the post.

 

Prior to contract signature, the successful candidate will be asked:

 

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
