<p>I.e. it includes imports of all petroleum products not just crude oil. The right hand chart is based on average EU-27 Implied Emission Factors (tCO2/TJ) for Coal (97); oil (73); gas (57) multiplied by the level of net energy imports. All fugitive emissions and those from other fuels are assumed to be domestic; other fuels exclude CO2 from burning biomass in power plants.</p>
