2008 emissions and 2004–2008 average based on 2009 EEA estimate 2.2.1.
Achievement of a commitment under the Kyoto Protocol requires reducing emissions to a level lower than an assigned amount (total quantity of Kyoto units). Kyoto commitments can also be met by increasing this assigned amount through the use of Kyoto mechanisms and carbon sink removals.
