This document is the annual European Union emission inventory report under the United Nations Economic Commission for Europe (UNECE) Convention on Long-range Transboundary Air Pollution (LRTAP). The report and its accompanying data are provided as an official submission to the secretariat for the Executive Body of the LRTAP Convention by the European Commission on behalf of the European Union. The report is compiled by the European Environment Agency (EEA).

Figure Particulate matter (PM10) 2010 - Annual limit value for the protection of human health
In the air quality directive (2008/EC/50), the EU has set two limit values for particulate matter (PM10) for the protection of human health: the PM10 daily mean value may not exceed 50 micrograms per cubic metre (µg/m3) more than 35 times in a year and the PM10 annual mean value may not exceed 40 micrograms per cubic metre (µg/m3). In some areas time extensions have been granted by DG Environment for meeting these limit values. This European Environment Agency (EEA) report assesses the damage costs to health and the environment resulting from pollutants emitted from industrial facilities. It is based on the latest information, namely for 2009, publicly available through the European Pollutant Release and Transfer Register (E-PRTR, 2011) in line with the United Nations Economic Commission for Europe (UNECE) Aarhus Convention regarding access to environmental information.
