Marine and coastal environment — SOER 2010 thematic assessment: European marine regions include the north-east Atlantic and Arctic oceans, and the Mediterranean, Black and Baltic seas. Human activities — such as fishing, aquaculture and agriculture — and climate change cause large and severe impacts on Europe's coastal and marine ecosystems. The EU objective of halting biodiversity loss by 2010 has not been met in either the coastal or the marine environment. Recognising the need for an integrated ecosystem-based approach to reduce pressures, the EU Integrated Maritime Policy allows for the development of sea-related activities in a sustainable manner. Its environmental pillar, the Marine Strategy Framework Directive, aims to deliver 'good environmental status' of the marine environment by 2020, and the Common Fisheries Policy will be reformed in 2012 with the aim of achieving sustainable fisheries. Complementary policy efforts include the EU Water Framework Directive and other freshwater legislation, and the Habitats and Birds Directives.

Energy efficiency improvement (ODEX) in EU-27 countries: Energy efficiency index of industry (ODEX) is a weighted average of the specific consumption index of 10 manufacturing branches; the weight being the share of each branch in the sum of the energy consumption of these branches in year t and the sum of the implied energy consumption from each underlying industrial branches in year t (based on the unit consumption of the sub-sector with a moving reference year).

Large Combustion Plants (LCP) opted out under Article 4(4) of Directive 2001/80/EC: The Directive on the limitation of emissions of certain pollutants into the air from large combustion plants (LCP Directive, 2001/80/EC) applies to combustion plants with a rated thermal input equal to or greater than 50 MW, irrespective of the type of fuel used (solid, liquid or gaseous).
