The share of renewable energy in EU-25 electricity consumption grew only slightly over the period 1990-2004 to reach 13.7 %, despite a substantial increase in the total amount of renewable electricity generation (up by 49 % since 1990). The lower amount of electricity production from hydropower, seen in 2002 and 2003 as a result of low rainfall, began to increase again in 2004. Production from both wind and photovoltaics increased substantially in 2004. However, significant further growth in production from renewable energy sources will be needed to meet the EU-25 indicative target of a 21 % share by 2010.

The share of renewable energy in EU-27 electricity consumption grew only slightly over the period 1990-2005 to reach 14 %, despite a substantial increase in the total amount of renewable electricity generation (up by 48 % since 1990). Hydro production fell in 2005 as a result of lower rainfall. Production from wind increased by 20 % in the last year (similar to biomass), and that of photovoltaics more than doubled. However, significant further growth in production from renewable energy sources will be needed to meet the EU indicative target of a 21 % share by 2010. Also, additional contributions from renewable electricity can be expected in order to meet the overall renewables target of 20 % agreed by the Council in March 2007.

In 2007, the share of renewable electricity in gross electricity consumption in the EU-27 was 15.6 % compared to 11.9% in 1990. The substantial increase in the total amount of renewable electricity generation (up by 68% since 1990) was partially off-set by the increase in electricity consumption. Between 2006 and 2007, the electricity production from wind increased by 26.7% and that from photovoltaics increased by 51.4%. Despite good progress, only three countries have already met the indicative national target, meaning that much more needs to be done to achieve the overall target of 21% by 2010.

In 2008, the share of renewable electricity in gross electricity consumption in the EU-27 was 16.7 % compared to 11.9% in 1990. Renewable electricity has grown up by 3.3%/year since 1990 (4.1%/year since 1999, 2.6%/year before). Hydropower accounts for 58% in renewable electricity production, following by wind 20.9%, biomass and wastes 19% (1% for photovoltaic and geothermal). Despite good progress, only two countries have already met the indicative national target and three are very close, meaning that much more needs to be done to achieve the overall target of 21% by 2010.

In 2010, the share of renewable electricity in gross electricity production in the EU-27 was 21.5 % compared to 13% in 1990. Renewable electricity grew at an annual average growth rate of 3.8 % since 1990 but the speed almost doubled since 2005 (6.9%/year). In 2010, hydropower accounted for 12.8% in the overall electricity production, followed by wind 4.5%, biomass and wastes 2.6%, 0.7% for other biogas and liquid biofuels and for photovoltaic and 0.2% for geothermal. 2010 is the target year of the renewable electricity directive and overall the EU-27 exceeded the target of 21.0 % of renewable electricity in gross electricity production by 0.5%. At the member state level, 15 countries met the indicative national target. In light of the Renewable Energy Directive, much more needs to be done to continue increasing renewable electricity generation in the EU to achieve targets set for 2020.

In 2009, the share of renewable electricity in gross electricity consumption in the EU-27 was 19.8 % compared to 13% in 1990. Renewable electricity grew by 3.3%/year since 1990 Hydropower accounts for 62% in renewable electricity production, following by wind 20.9%, biomass and wastes 14.3%,2.2% for photovoltaic and 1% geothermal. Despite good progress, only four countries have already met the indicative national target for the renewable electricity directive and three are very close, meaning that much more needs to be done in individual countries to achieve their targets by 2010.  As a whole however, the EU is close to meeting its target. A simple forecast based on the trend to date would mean the EU would reach 20% energy generation from renewable by 2020, just 1% short of target. Given an increasing trend in more recent years, there is reason to be positive about this target being met.
