Figure Change in number of ozone exceedance days between 1993-1996 and 2000-2004
The map shows the change in the average number of ozone exceedence days from April to September observed at regional background stations (EMEP monitoring stations) from the period 1990-1994 to the period 1999-2004, excluding the abnormally warm summer of 2003. A day is counted as an exceedence day when the daily maximal 8-hr-average ozone concentration exceeds 60 ppbV.

Policy context
Within the European Union, the Seventh Environment Action Programme (7EAP) aims to achieve levels of air quality that do not result in unacceptable impacts on, and risks to, human health and the environment. The EU acts at many levels to reduce exposure to air pollution: through legislation, through co-operation with sectors responsible for air pollution, through national, regional authorities and non-government organisations and through research. EU policies aim to reduce exposure to air pollution by reducing emissions and setting limits and target values for air quality.

Figure Consumption of ozone depleting substances (EEA-32), 1986-2010
Some of the calculated production or consumption figures may be negative. Production is defined under Article 1(5) of the Montreal Protocol as production minus the amount destroyed minus the amount entirely used as feedstock in the manufacture of other chemicals. Calculated production may therefore be negative in cases where the destroyed amounts exceed the production. Since the figures are for each calendar year, it is quite possible that in some years the feedstock figure may exceed the production figure of that year, if the feedstock use is from a carry-over stock. The calculated production could be negative in such cases.
