The European Environment Agency is organising a selection
procedure with a view to filling the following vacancies:
Reference no. EEA/A/2001/5 - Programme Manager - Environmental
Assessment
Temporary Agent (A5/A4)
Function and Tasks:
With the general responsibility, under the Executive
Director, for the Agency's work programme on environmental assessment by themes
(air, water, soil, chemicals, nature, biodiversity, urban, rural, etc.) and
sectors (transport, agriculture, energy, etc.), including the development of
relevant thematic and sectoral teams and European Topic Centres.
Qualifications and experience:
- Broad general environmental knowledge
- Experience in managing and motivating multi-national,
multi-disciplinary staff
- Relevant experience and ability to advise on and
carry out organisational adaptations and team building
- Ability to communicate and present the Agency's position
at an institutional level externally and to staff internally
- A university degree relevant to the field concerned
(for example physical sciences, biological sciences, environmental sciences,
engineering or management)
- At least 12 years of professional experience at category
A level.

Temporary Agent (A7/A6)
Job Description:
Responsible for developing and maintaining
electronic access to public information providers, creating and maintaining
a network of environmental information services on the web in EEA member countries.
Responsible for linking published EEA information to related national and international
sources.
Tasks:
- Maintain a network of relevant information providers
in EEA member countries;
- Promote integration of electronic networks and information
services into a coherent information system;
- Bridge between the EEA public web-services and services
for EIONET partners within the e-EIONET network;
- Responsibility for public aspects of components in
the EEA/EIONET Information System, for example access to and content of the
Reporting Obligation Database;
- Responsibility for indexing of information resources
and development of search facilities for public use.
Qualifications and Experience:
- A university degree in a relevant field (for example
physical, biological or environmental sciences, engineering, economics or
statistics);
- At least 3 years of professional experience in fields
relevant to the post;
- A broad general knowledge in the area of environmental
monitoring, state-of-the-environment reporting and EU environmental policy;
- High degree of IT literacy;
- Experience in the area of public web-services and
information management.

Job Description:
To coordinate the development of in-house operational
procedures and their documentation.
Tasks:
- define operational processes and the related decisions
and workflows;
- document operational processes and related procedures
to facilitate development and delivery of the EEA work programme;
- coordinate procedure development with other relevant
staff in particular with project managers responsible for preparation of the
EEA work programme and for financial and personnel procedures;
- follow-up with operational staff to keep system up-to-date
and effective.
Qualifications and Experience:
- university degree relevant
to the field concerned;
- at least 5 years' professional
experience relating to the field covered by the description of the tasks;
- goods skills and experience
with standards for developing and documenting working procedures (eg ISO9000).

Management
Temporary Agent (B5/B3)
Job Description:
Manage and develop the EEA Information Centre and establish/maintain
contacts, including publication exchange agreements with other information units.
Maintenance of IC services on the EEA public website and on the EEA Intranet.
Tasks:
- Respond to internal and external requests for information;
- Manage the IC and its library;
- Establish and improve contacts with public information
units of environmental bodies and organisations in future and present member
countries of the EEA;
- Improve the flow of information to and from the IC
by establishing and strengthening publication exchange agreements with relevant
environmental bodies and organisations (both national and international);
- Update and maintain web-links and contact information
on the IC internal web-page;
- Man the Agency's stand at events and exhibitions
in which the EEA takes part.
Qualifications and Experience:
- Advanced secondary education or equivalent experience;
- A minimum of 3 years' relevant experience;
- Knowledge of EU institutions and processes;
- Experience in searching in EU information sources,
in particular those containing EU environmental information and legislation;
- Experience in managing an information centre, serving
a multinational and multilingual client group;
- Experience in managing a reference library;
- Experience in maintaining and editing web-pages;
- Initiative and ability to manage own time and resources;
- Service-mindedness, tact and cultural sensitivity.

Job Description:
Personnel resources and administrative services.
Tasks:
- Assistance in relation to recruitment, preparation
of contracts and other administrative procedures;
- Assistance in tasks related to determination of rights
and benefits, salaries and allowances, social security and pension rights.
Qualifications and Experience:
- Advanced secondary education;
- Relevant experience in the field of personnel;
- Knowledge of EU institutions and processes;
- Good knowledge of English and French;
- Good skills to work with computer systems;
- Ability to work as part of a team.
Eligibility for All Posts
Selection is open to candidates who, on the closing
date for the submission of applications, satisfy the following general requirements:
- Are a national of one of the Member Countries of
the EEA (Member States of the European Union plus Iceland, Liechtenstein and
Norway) OR
- Are a national of one of the new Member Countries
of the EEA (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania,
Poland, Romania, Slovak Republic, Slovenia, Cyprus, Malta, Turkey). The recruitment
of nationals from these countries will be subject to prior ratification of
the EEA membership agreement
- Meet the educational requirements as described under
"Qualifications and experience"
- Enjoy full rights as a citizen
- Have fulfilled any obligations imposed by law concerning
military service
- Meet the character requirements for the duties involved
- Have a thorough knowledge of one of the EEA Member
Country languages and a satisfactory knowledge of a second of these languages.
Knowledge of English would be an asset.
