Job description:

To support the work in the area of data collection and integrated assessments in the field of the marine environment (marine and coastal water quality, fisheries and marine biodiversity in the framework of the pressures, impacts and driving forces approach). To maintain and further develop data collection, assessment tools and indicators in the marine field to help the production of policy relevant integrated assessments.

Functions and duties:

  • Support EEA data collection, quality assurance/control and processing for preparing assessments in the marine, coastal water and maritime area, especially with respect to the needs of the upcoming EU Marine Strategy and Maritime Policy;
  • Help establishing the role of EEA as data centre also in the area of coastal, transitional and marine data, and the integration into the Water Information System for Europe (WISE);
  • Organising and co-ordinating the data collection and data processing
    - with ETC/Water, including evaluating of data deliveries from EEA member countries and development of relevant guidelines (e.g. via Eionet),
    - from research projects and networks.
    This includes data sets on marine water quality, fisheries, supportive physico-chemical, hydro-dynamic data, and biological/biodiversity quality elements as well as data from the socio-economic to support cross sectoral assessments and integration of environmental marine and maritime aspects;
  • Maintenance of marine/fisheries-related EEA Core Set Indicators and further development of indicators relevant for marine, transitional and coastal waters in co-operation with the European regional marine conventions;
  • Co-ordinate the close cooperation with the service elements provided by GMES, especially on remote sensing data, to help to establish a coherent QA/QC scheme for marine data and the respective link to in-situ data;
  • Co-operate with external partners e.g. the European regional marine conventions, JRC, Eurostat, WMO, and institutions in EEA Member Countries in all aspects of data management;
  • Support the development and data preparation in the area of hydrological modelling and spatial analysis tools as needed for EEA assessments.

Eligibility:

Education certificates and diplomas:

  • A university degree relevant to the field concerned attested by a diploma

Range of professional experience and skills:

  • At least three years experience in the analysis of marine transitional and coastal waters at national and/or EU level;
  • Excellent knowledge in management of large data sets including work with GIS and/or integrated spatial analysis/modelling tools;
  • A broad knowledge in the integrated assessment of the marine and costal water environment, in particular regarding marine and coastal water quality and the pressures on it;
  • Good organizational, co-ordination and communication skills; working with a broad team of experts;
  • A good knowledge of European policies and related environmental policies.

Formal requirements:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Knowledge of English is essential.

Contractual conditions:

The successful candidate will be offered a Contract Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The duration of the contract will be for a limited time period not exceeding four years.

Selection procedure:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
