Reference no. EEA/AD/2008/3 – Inland Water Expert – Integrated Water Resource Management – Temporary Agent (AD6)

The European Environment Agency is seeking to recruit an inland water expert to begin working from end 2008. Successful candidates are professional, creative and motivated. They have very good analytical skills and can demonstrate excellence in their chosen field.
The job description and expertise profile described below have been formulated to attract candidates with a wide range of experience in the field of integrated water resource management and assessment of water quality.

Job description:

To provide, as part of a team working on freshwater issues, information and assessments in the field of integrated water resource management/river basin management planning, covering issues such as water quality and quantity, hydromorphology, water use and water pricing.

Functions and duties:

  • Initiate, develop and manage the production of integrated assessments in the area of integrated water resource management/river basin management planning;
  • Guide the development of EEA indicators to cover water management;
  • Contribute to general EEA assessments, scenario work and sectoral integration reports;
  • Initiate and maintain the necessary network with external partners (European Commission, incl. JRC and Eurostat; UN Bodies, EEA member countries and stakeholders in the field of water management incl. NGOs and industry organisations), to provide relevant information on water resources, quality and management aspects;
  • Communicate results actively to EEA clients and the general public in form of reports, briefings and oral presentations;
  • Guide and manage the work of the EEA European Topic Centre for water to support EEA in water related assessments.

 

ELIGIBILITY:

Formal requirements:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility”;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.

 

Education certificates and diplomas:

  • A university degree relevant to the field concerned attested by a diploma

Range of professional experience and skills:

  • A minimum of three years of working experience in inland water management and assessments at national and/or EU level;
  • Good experience in questions of water resources, water use and water management incl. economic aspects;
  • Good knowledge in the field of status of water bodies and the pressures acting upon them, including hydromorphological pressures;
  • Good organisational, co-ordination and communication skills; working with a broad team of experts; good knowledge of English
  • A good knowledge of European policies and related environmental policies.

CONTRACTUAL CONDITIONS:

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The selected candidate will be employed for an initial time period of four years, renewable.

SELECTION PROCEDURE:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English. Pre-selected candidates will be asked to undergo a written test in the area of expertise required for the post.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;
  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.
