The European Environment Agency is seeking to recruit an environmental accounting expert with a direct expertise in spatial analysis to begin working from 2008.

The job description and expertise profiles described below have been formulated to attract candidates with a wide range of experience and from different segments of the environmental disciplines with a direct expertise in the domain of environmental accounting in a spatial analysis context.

Job description:

To support implementation of the EEA’s activities on economic-environmental accounting, focusing on further development and application of accounting methods for land cover, land use and ecosystems accounts in consistency within the Integrated System of Economic-Environmental Accounting (SEEA) of the UN Statistical Division, the European Strategy on Environmental Accounting (ESEA) steered by Eurostat and the development of spatial analysis, ecosystems and natural resources use assessments at the EEA.

Functions and duties:

  • Support the continuation of the implementation of land cover, land use and ecosystem accounts at the EEA;

  • Apply methods and techniques for regular integrated environmental assessments of spatial issues and policy driven projects related to biodiversity, nature protection and landscape integrity, regional policies, agriculture, transport, urban developments, adaptation to climate change;

  • Support the further development, testing, documenting and validation of environmental accounting techniques for spatial analysis, land use and ecosystem services assessment; support the use of environmental accounts for modelling and scenario making; advise on the integration of monetary values of ecosystem services and assets into ecosystem and natural capital accounting;

  • Support the dissemination and use of land and ecosystem data and methodologies within the EEA and its networks;

  • Advise and support the use of ecosystem accounting with the European Ecosystem Assessment 2011/2012 process lead by the EEA;

  • Advise on the coordination of environmental accounting activities in the EEA implementation plans; support the continuous integration of environmental accounting and spatial analysis in the EEA spatial information system and assessments;

  • Advise on the coordination of economic-environmental accounting with Eurostat: joint annual work plans, ESEA, specific project, joint publications, implementation of environmental accounts in the Data Centres;

  • Advise on the coordination of economic-environmental accounting with JRC (joint annual work plans);

  • Advise on international developments in environmental accounting: support to EEA’s representation in the UNCEEA, participation in the London Group, advise on developments at UNEP, OECD, World Bank, GEO/GEOSS and other international arenas.

ELIGIBILITY:

Formal requirements:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);

  • Enjoy full rights as a citizen;

  • Have fulfilled any obligation imposed by law concerning military service;

  • Meet the educational requirements as described under “Eligibility”;

  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages.


Education certificates and diplomas:

  • A university degree relevant to the field concerned (e.g. natural/social/economic sciences) ideally with a substantial environment focus


Range of professional experience and skills:

  • A minimum of three years of professional experience in the area of environmental accounting, including experience/expertise in the domain of spatial analysis;

  • A sound knowledge of methods and approaches to environmental accounting and spatial analysis as well as the associated tools (e.g. statistical, GIS);

  • Good networking, interpersonal and communication skills;

  • A good knowledge of European policies and related environmental policies;

  • Proven experience in project management and working with a broad team of experts.

CONTRACTUAL CONDITIONS:

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The selected candidate will be employed for an initial time period of four years, renewable.


SELECTION PROCEDURE:

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications.

Eligible candidates whose application shows evidence of all required competences and skills may be invited for an interview, which will be held for the most part in English.

Prior to contract signature, the successful candidate will be asked:

  • to provide original or certified copies of all relevant documents proving his/her eligibility, including an extract from his/her police file;

  • to undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved.

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have her/his application reconsidered by a sending a request for review to the Chairman of the Selection Committee at the address indicated on the letter within 21 calendar days from the date of the letter of notification.
