Purpose of post

To provide information and assessments to support the development, implementation and evaluation of European air pollutant emissions abatement policy, including the thematic strategy on air pollution. To communicate the information to policy makers, others active in the air pollutant emissions field and the general public.

Functions and duties

Within the framework of the EEA Strategy 2004-2008 and the annual work programmes and in close collaboration with members of the air and transport group and the EEA staff, to:

  • Initiate, develop and manage the production of integrated assessments in the field of air pollutant emissions;
  • Develop scenarios and indicators in the area of air pollutant emissions;
  • Develop, coordinate, streamline and quality check air pollutant emission inventories;
  • Develop studies aimed at evaluating the effectiveness of air pollutant emission reduction policies in the EU;
  • Contribute to general assessments, sectoral integration reports and EEA briefings;
  • Communicate actively the results to those involved in the policy process in the European Commission, European Parliament, Member Countries, relevant international organisations and NGOs and to the public;
  • Maintain good relations with the European Commission (including Eurostat and JRC), Member Countries, international organisations (in particular the Convention on Long Range Transboundary Air Pollution, LRTAP), NGOs and industry organisations;
  • Manage the available resources, in particular the European Topic Centre for Air and Climate Change;
  • Lead relevant EEA projects.

Eligibility

Education certificates and diplomas:

  • A university degree relevant to the field concerned attested by a diploma

Range of professional experience and skills:

  • A minimum of three years of relevant working experience for the grade A*6 and six years for the grade A*7;
  • Good networking, interpersonal, communication and presentation skills; proven skills in communicating with policy-making organisations, including international organisations and in communicating scientific knowledge to other audiences;
  • Good knowledge of technical issues related to air emission inventories (including guidelines), air emission abatement technologies, air emission factors, as well as familiarity with air emission and air quality scenarios and understanding of indicators and indicator-based reporting and assessments;
  • Good knowledge of air emission abatement policies and measures at EU and at country level. Familiarity with EU's legal framework for air emissions, in particular the National Emission Ceiling Directive and the proposed thematic strategy on air pollution, including a good grasp of policy instruments applied;
  • Knowledge of main environmental policy processes in the EU, and internationally. Familiarity with the role and activities of the key players (e.g. European Commission, European Parliament, Council of Ministers, UNECE) would be an asset.

General conditions

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Citizenship of one of the member countries of the European Environment Agency (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset;

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for an initial time period of four years, renewable.
