Purpose of post

To develop the use and practice of indicator-based integrated environmental assessments and reporting at the EEA in order to support the development of knowledge-based assessments for policy making which bridge the gap between science and public policy. There will also be a focus on the economic sectoral aspects of integrated assessment (e.g. industry, agriculture, energy and transport) including resource efficiency and decoupling, and environmental accounting.

Function and duties:


  • Strategic development of the overall concept, framework and methodologies of integrated assessment developed by the European Environment Agency;
  • Initiate, develop and manage indicator-based integrated assessments in requested areas including industry and the key sectors of energy, transport and agriculture, new technology and innovation;
  • Involvement in statistical analyses methodology development, uncertainty management and quality assurance across the EEA;
  • Contribute to the integrated assessments used in the reports and briefings of the EEA including: Signals, the 2010 five-yearly report and policy effectiveness evaluations;
  • Develop and participate in complementary activities in close collaboration with other EEA staff aimed at supporting integrated assessments (for example in the fields of resource efficiency, policy evaluation, environmental accounting, sustainable production and consumption and stakeholder participation techniques, extended peer review, scenarios and spatial analysis);
  • Facilitate the transfer of integrated assessment experience to other staff across the EEA and in Eionet;
  • Participate in the development and implementation of training in integrated assessment for EEA staff and Eionet;
  • Network and communicate actively with and maintain relations with the relevant people in the Eionet, European Commission (including Eurostat and JRC), Member Countries, NGOs, international organisations (especially UNEP, UNECE, WHO, OECD) and relevant expert institutes and scientific bodies;
  • Manage available resources including budgets and contracts;
  • Lead and project manage relevant EEA projects.

Eligibility

Education certificates and diplomas

  • A university degree relevant to the field concerned attested by a diploma

Range of professional experience and skills:

  • A minimum of twelve years of relevant working experience;
  • Good networking, interpersonal, communication and presentation skills; proven skills in communicating with policy-making organisations and in communicating scientific knowledge to other audiences;
  • Extensive experience and skills in numerical, statistical and quantitative methodology and analysis;
  • Familiarity with socio-economic data and the availability of socio-economic data sets for Europe;
  • Good grounding and proven practical experience in indicator-based integrated assessment, reporting and statistics, including some of the following: measuring resource efficiency, sectoral integration, policy evaluation, environmental accounting, sustainable production and consumption, reporting on technological development and innovation, participatory process and extended peer review;
  • Good knowledge of technical issues related to integrated assessment as well as familiarity with environmental scenarios, spatial analysis, indicators and indicator-based reporting and the handling of uncertainty;
  • Familiarity with European Union’s regulatory framework and a good grasp of policy instruments applied;
  • Good knowledge of main environmental policy processes in the EU. Familiarity with the key players (e.g. European Commission, European Parliament) would be an asset.

General conditions

  • Citizenship of one of the member countries of the European Environment Agency (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset;

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for an initial time period of four years, renewable.
