NOTICE OF COMPETITION NO. 6-2005

Reference no. EEA/CA/2005/8 - Project Manager - Biodiversity analysis and indicators - Contract Agent (FG IV)

Purpose of post:

To support EEA's major reporting to help assess progress towards the 2010 target ('halt the loss of biodiversity') by contributing to the coordination of the work on the ´European 2010 Biodiversity Indicators´ (SEBI project).

Functions and duties:

  • To maintain cooperation, mainly in relation to above, with European organisations and projects via the International Working Group on Biodiversity Monitoring and Indicators (IWG Bio-MIN).
  • To provide technical secretarial assistance to the SEBI project working groups (six working groups) and ensuring work consistency across the working groups.
  • To participate in relevant working group meetings, discussions and drafting of indicator documentation;
  • To review and discuss the proposed indicators and their documentation from the various working groups and editing final indicator proposals.
  • To show and communicate about progress where it is made, ideally across all six groups.
  • To coordinate the writing of the SEBI assessment report based on the selected indicators and their related analysis
  • To support EEA related activities in ecosystem analysis, focusing on linking SEBI2010 developments and outcomes with relevant indicator frameworks and assessment processes, in particular spatial integrated analysis, resource and ecosystem accounting
  • To participate through the SEBI process in the knowledge building of the ecological dimension of environmental issues, pertinent at the European level – interact with science on the one hand and policy making on the other.
  • To produce SEBI assessments as part of the EEA indicator and reporting developments, through focusing on the ecological dimension in state-of-the-environment reporting.
  • To stimulate through SEBI the development of methodologies and tools, in particular ecosystems accounting, underpinning the development, use and improvement of indicators for integrated assessments, including quality-control techniques.
  • To contribute through SEBI to modelling and data integration/assimilation capacities as part f the development of the Agency spatial information system.
  • To animate and connect expertise within EIONET and partner networks and organisations (e.g. WCMC, ECNC, Council of Europe) involved in SEBI so as to enhance and consolidate the scientific basis for ecological analysis.
  • Organise regular SEBI information exchanges, meetings and workshops.
  • Exploit, in cooperation with others, relevant policy analyses projects in EEA that can contribute to SEBI assessment objectives;

Eligibility:

Education certificates and diplomas:

  • A university degree relevant to the field concerned (e.g. environmental sciences, geography, ecology, biology) ideally with a substantial environment focus

Range of professional experience and skills:

  • A minimum of five years of professional experience in the area of environmental information and assessments including expertise on analysing biodiversity issues and the connected policies;
  • A good knowledge of European governance related to environmental policies, particularly in the fields of biodiversity and nature protection;
  • Experience with documenting, peer-review process and publishing scientifically sound assessment reports related to the field;
  • Excellent networking, interpersonal, communication and presentation skills; proven skills in communicating scientific knowledge to other audiences.
  • Proven experience in project management and working with broad teams of experts across the countries of the EU and beyond.

GENERAL CONDITIONS:

  • Citizenship of one of the member countries of the European Environment Agency (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset;

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
