NOTICE OF COMPETITION NO. 6-2005

Reference no. EEA/CA/2005/11 – Project officer - Cartographer/GIS operator – Contract agent (FG III)

Purpose of post:

The primary task of the contract agent will be to provide GIS support for geospatial data handling and map production for EEA products and services as defined in the EEA strategy for 2006-2008. The person will work as a team member of the GIS group within the information and data services programme area. A major task will be to contribute to the development of the shared information system in line with the European Inspire initiative to build a European spatial data infrastructure.

Functions and duties:

  • Operate the EEA GIS to support projects requiring geospatial data handling
  • Ensure map production for EEA key products and services i.e. Belgrade report 2007
  • Maintain and update geospatial reference data for multiple use across the EEA work programme
  • Quality control and documentation of geospatial data and information

Eligibility:

Education certificates and diplomas:

  • Post secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years.

Range of professional experience and skills:

  • A minimum of three years of professional experience relevant to the post
  • Good knowledge of using GIS i.e. ESRI software products
  • Experience with vector and raster data processing using GIS
  • Experience with cartographic layout and mapping
  • Data management skills
  • Good networking, interpersonal and communication skills
  • Structural approach to planning and good at problem solving
  • A good knowledge of environmental issues would be an asset

GENERAL CONDITIONS:

  • Citizenship of one of the member countries of the European Environment Agency (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligation imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility".
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset;

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidates shall before recruitment undergo a compulsory medical examination to establish that they meet the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
