Environmental Policy Analysts - Contract Agents (Function Group IV)

The European Environment Agency is seeking to recruit environmental policy analysts to begin working from 2005-2006. Successful candidates will be motivated, professional team players who can demonstrate excellence in their chosen field, an ability to innovate and have the potential to take on increasing responsibilities as their career at the EEA progresses.

The job description and expertise profiles described below have been formulated to attract candidates with a wide range of experience and from different segments of the environmental policy analysis domain.

Job description:


To support implementation of the EEA's activities on policy analysis, focusing on: assessment of the inter-linkages between strategic policy processes (sustainable development strategy, 6th environmental action programme, Lisbon and Cardiff processes); methods and tools for evaluating progress with policy integration; evaluation of the effects and effectiveness of existing environmental policies (ex-post); evaluation of the impacts of new policy proposals (ex-ante) and the environment, economic and social costs and benefits of environmental policy intervention.


Functions and duties:


  • Produce assessments and advice for use by the EEA and its clients on the effectiveness of environmental policy integration and sustainable development processes to deliver EU objectives, focusing in particular on environmental governance both within the EU and with the EU in the wider world;
  • Produce assessments of the effects and effectiveness (including cost-effectiveness) of the measures taken to meet EU environmental policy objectives;
  • Provide support to developing methods and information for assessing progress with policy integration (in the framework of sustainable development), policy implementation and policy effectiveness;
  • Contribute to the development and application of (ex-ante) impact assessments;
  • Manage, in cooperation with others, relevant policy analyses projects in the EEA to deliver the above;
  • Manage expert networks, organise meetings and workshops.

Eligibility:


  • Education certificates and diplomas:
    • A university degree relevant to the field concerned (e.g. political science, political economy) ideally with a substantial environment focus;
  • Range of professional experience and skills:
    • A minimum of three years of professional experience in the area of environmental and economic policy analysis including expertise on analysing the issues at the environment/economic interface such as use of market instruments to internalise externalities;
    • A good knowledge of European policies related to environmental policies, environmental policy integration and sustainable development;
    • A good knowledge of techniques for analysing the effectiveness of policy implementation including issues around environmental governance structures in the EU and between the EU and the rest of the world;
    • Excellent networking, interpersonal communication and presentation skills; proven skills in communicating scientific knowledge to other audiences;
    • Proven experience in project management and working with a broad team of experts across the countries of the EU and beyond.



GENERAL CONDITIONS:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility:";
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
