Project Coordinator - Contract Agent (Function Group IV)

The EEA expects funding for a Commission sponsored project to review and develop environmental farm management indicators. The project is expected to contribute to the elaboration of environmental indicators underpinning the cross-compliance element of the recent CAP reform, and should provide building blocks for the farm advisory system that Member States have to implement from 2007 onwards. Close consultation with DG AGRI, DG ENV, DG JRC, the European Parliament, EU Member States, and other relevant actors will be required. In the framework of this work the EEA is seeking a full-time project co-ordinator for a period of up to three years.


Functions and duties:

Inter alia responsibility for:

  • Compilation of information on environmental farm management approaches and tools at Member State level;
  • The development of environmental farm management indicators in the context of cross-compliance and the future farm advisory system;
  • Consultation with policy actors and a likely steering group to be set up;
  • Organisation of expert meetings and stakeholder fora;
  • Annual reports on the achievement of outputs and deliverables in the project;
  • Financial reporting and other administrative tasks;
  • The production of project reports, seminar proceedings etc.

Eligibility


  • Education certificates and diplomas:
    • A university degree relevant to the field concerned (for example agronomy, agricultural economics, geography, environmental sciences) attested by a diploma;
  • Range of professional experience and skills:
    • At least five years experience in the agro-environmental field at national and/or EU level, including work with agro-environmental indicators;
    • Good organizational, co-ordination and communication skills;
    • Good knowledge of cross-compliance policy and farm advisory systems;
    • A high level of agronomic expertise and/or farm management experience;
    • Experience in the management of (EU-funded) projects would be an asset.


GENERAL CONDITIONS:

  • Citizenship of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Romania and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under "Eligibility: Education certificates and diplomas";
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview. The interview will be held for the most part in English.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved. The selected candidate will be employed for a limited time period not exceeding four years.
