Project Manager - Energy and environment - Temporary Agent (grade A7-A6, or relevant grade in the new AD grading structure)


Purpose of post:

Delivering analyses and assessments, indicators and publications in the area of energy and environment; support other sector-environment assessment projects.

Functions and duties:


  • Develop indicators, scenarios and environmental assessments in the area of energy and environment in order to support EU environment policies, including sectoral integration and sustainable development;
  • Contribute to main EEA assessments and reports, and to the development of scenarios and prospective analysis for all sectors;
  • Communicate actively the results to those involved in the policy process in the Commission, the European Parliament, member countries and NGOs;
  • Follow European policy developments in the areas of sectoral integration (in particular the “Cardiff process for the integration of environment in other policy areas”) and of sustainable development;
  • Contribute to the development of a strategy for EEA assessments and information on other sectors not currently covered by the EEA, such as industry, fisheries, households, tourism;
  • Maintain external contacts and give support to dedicated networks and initiatives;
  • Follow-up of research in the area;
  • Manage the available resources, including those in European Topic Centres;
  • Lead relevant EEA projects.

Eligibility


  • Education certificates and diplomas:
    • - A university degree relevant to the field concerned;
  • Professional experience:
    • - A minimum of three years of professional experience in the analysis of relations between the energy sector and the environment, and the integration of environment in energy policies; preferably also experience in environmental integration issues in other sectors;
      - A good knowledge of European energy and environment policies and available statistics and data;
      - Relevant skills and experience with analytical tools, such as scenarios and integrated environmental assessment approaches;
      - Proven experience in working with a broad range of experts;
      - Proven skills in communicating with policy-making organisations and in communicating scientific knowledge to other audiences.



GENERAL CONDITIONS:

Candidates applying must satisfy the following general requirements on the closing date for the submission of applications:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic, Slovenia, Cyprus, Malta, and Turkey;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Meet the educational requirements as described under “Eligibility: Education certificates and diplomas”;
  • Meet the character requirements for the duties involved
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of a second of these languages. Good knowledge of English would be an asset.

Closing date for applications:

Monday 1 March 2004.

Applications sent after the closing date will be rejected. The date of dispatch of e-mail or date of postmark will serve as proof.

Selection:

The procedure comprises a pre-selection of the best qualified candidates based on the eligibility criteria in relation to the post to be filled. Pre-selected candidates will be called for an interview, the purpose of which is to enable the Selection Committee to complete its assessment of the suitability of the candidate to carry out the duties, knowledge of languages required in this Notice of Competition, and ability to adjust to working in a multicultural environment. The interview will be held mainly in English.

Request for review:

Candidates who have not been admitted to the selection procedure will be notified by letter. The candidate may ask to have his/her application reconsidered by sending a request for review to the Chairman of the Selection Committee at the address indicated above within 21 calendar days from the date of the letter of notification.

Recruitment:

The selected candidate shall before recruitment undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved and must provide original or certified copies of all relevant documents proving the candidate’s eligibility including an extract from his/her police file.
